Papagayo is an open-surce lip-synching animation package that has a plugin for blender and can export files to synfig-studio.
The latest version of papagayo is 2.0b1, but it seems it still does not compile cleanly for Linux: https:/

It doesn't work in Ubuntu 15.10 64-bit though. I tried to run it and had the following error:

There are many tutorial for it in youtube and with the upcoming releaze of the Toonz package as open-source we should see more demand for animation on ubuntu
