[Ubuntu 16.04] Add nvme-cli package

Bug Description

Add the nvme-cli package to Ubuntu repository. This is a set of tools used with nvme adapters to perform serviceability functions to an nvme adapter, such as adapter firmware update, device formatting, and diagnostics.

You can get nvme-cli source code from the following git tree.

1. git clone https://github.com/linux-nvme/nvme-cli
2. cd nvme-cli; make; make install

Let me know if you need binary package.

The package is already on Debina mentors waiting for a sponsor.

Could Canonical help us on this topic? I see two ways Canonical can help:

a) Sponsoring the package into Debian and syncing it on Ubuntu
b) Importing the package into Ubuntu directly.

Breno - I am adding this comment to all eServer IO Features for Ubuntu 16.04. This comment applies to all that I have checked as a sample and do not have time to check every feature and add comments individually.

The State and Distro State of this Feature does not appear to be correct. Please review
https://ltc3.linux.ibm.com/wiki/TrackingSUSEReleaseFeatures
as a reference and set the state fields accordingly.

nvme-cli package is now part of Debian and Ubuntu. It was accepted by Debian (Thanks to Steve) and synced with Ubuntu
