Bluetooth module is always on when a the starts with Ubuntu 14.04. even when I turned it off before restarting the system.

 answer to the turnoff to bluetooth
in the command prompt go to gksu gedit /edit/rc.local
typing in the file rfkill block bluetooth
this turns off the bluetooth by default

Ubuntu 14.04 (trusty) reached end-of-life on April 25,2019.

This release of Ubuntu is no longer receiving maintenance updates. If this is still an issue using a maintained version of Ubuntu please let us know.
