cannot find gnuradioconfig.cmake installing gr-osmosdr

Bug Description

When using install scripts or installation kits to install gnuradio under either 14.04 or 15.04 version of Ubuntu on Armhf device , odroid Xu4, cmake fails to build gr-osmosdr with error "cannot find gnuradioconfig.cmake or Gnuradioconfig.cmake". I asked this question on Launchpad, and was told to submit a bug report. This also happens when manually installing gnuradio with default 3.7.5 version of gnuradio. All dependencies were installed before building and installing gnuradio, then rtl-sdr was built and installed with no errors, but cmake fails to build gr-osmosdr because it cannot find either of these files. This happens whether gnuradio was installed through Ubuntu software center with the gnuradio kit, or with installation scripts. Since gr-osmosdr is needed to create and install the the osmosdr and rtl-sdr source and sink blocks in gnuradio the rtl-sdr dongles cannot be used.

I do have one installation of Ubuntu version 14.05, that I installed gnuradio version 3.7.5 on and was able build gr-osmosdr with no problems. But it took several days of trying to build gnuradio, using scripts, which use the default version of gnuradio, then try to build gr-osmosdr, deleting gnuradio and gr-osmosdr, then using a script to download each again, and build them. I didn't follow my steps and couldn't verify which ones finally worked. But I have that on a seperate SD card that I can boot when needed. I am trying to install to a larger SD card with no luck due to the errors above.

I finally found the solution on a ruby forum. The gnuradio-dev package has to be installed and then gr-osmosdr will build properly. But the source and sink blocks do not appear in gnuradio. I am checking to see why not know. There is no direction anywhere yet about the gnuradio-dev being required to build gr-osmosdr, it should be a part of the installation scripts and kits.
