Installation stops when installing the languagepackages

Bug Description

Starts Kubuntu in safe graphics mode

Installation options:
Language: Norwegian Bokmaal
Keyboard: Norway
Manually setting up a partition with reiserfs (67GB) and swap (3GB)

On installation step 7, the installation bar says "installing the language packages" (Installerer språkpakkene), and the bar shows 87%. It stays like this until you turn the computer off.

This does not happen if I choose English language and norwegian keyboard.

same here with french (choosed at boot time with F2)
Seems like at 87%, the installer try to make a connexion to retrieve latest locales packages
which can't succeed because we're in a private network here, and you MUST use a proxy.

Didn't try to set the proxy BEFORE installation, will try later.

It would probably be a good idea to put an warning message , (better is to offer the possibility of using a proxy), and in any case go on the end of installation.
