We've disabled GCE Stream Generation. I'm manually rolling back the stream data right now. ETA ~10 minutes.

Root cause it that the code that publishes to GCE had a re-factor. More information to follow.

Issue has passed for now.

Bootstrap of GCE juju environment with release streams is functioning again for me, this was also confirmed by Curtis Hovey (sinzui on IRC)
