This is not a bug with the release-upgrader rather it is a bug with the system after the release upgrade.

I am facing this issue after upgrading from 14.04. I upgraded 14.04->14.10 and immediately to 15.04. Using Dell Latitude E6440.

Upgraded on a custom build computer from 14.10 to 15.04. sudo showkey doesn't show any function of those keys after upgrade... meaning that I cannot even map a custom command to them. They simply do not have any function currently.

My Keyboard is a Logitech Wireless Keyboard / Trackpad in one.
