[REGRESSION] shutdown from menu does nothing until you press the hardware button

Bug Description
I'm not sure this is systematic. Lately, this happens to me very often, but I'm not sure it's 100% of the times. If not, it's pretty close.
Steps to reproduce:
1. Click on the gear icon on the top right corner of the screen
2. From the dropdown menu, select "shut down"
3. From the popup dialog (whether to shutdown or restart) choose Shut Down
Expected:
=> system should shut down (well, actually it should first bring up dialogs for each program with unsaved data asking whether to save, but it's stopped to do that long ago and that's a separate regression)
Observed:
=> NOTHING happens
Now:
4. Repeat steps 1 and 2
Expected:
=> the popup should appear asking whether to shutdown or restard
Observed:
=> nothing happens
5. Press the hardware power button (a short press is enough).
=> NOW it will shut down. Which is the workaround
This is a regression. Not sure when it started but perhaps a few weeks or months ago.
