[FFe] new packages to support OpenStack Kilo-3 milestone

Bug Description
OpenStack Kilo-3 has introduced a few new packaging requirements:
1) oslo-log and oslo-policy
These two are refactoring of shared/synced core from across openstack projects into standalone packages
oslo-log is already in the NEW queue, we have to package oslo-policy still - although I note git repos for both of these in Debian, so will sync with Thomas first.
2) semantic-version
A simple library for doing semantic version comparison.
Thomas Goirand has completed packaging for this in Debian (in the NEW queue) so I'd proposed uploading a version from the Debian VCS into Ubuntu vivid.
These will all need to go through MIR as well - the two oslo packages are moves forward which I don't think will cause and concern; sematic-version is pretty simple so should not be onerous to MIR.

If you can get all the new packages uploaded to Debian, I'll process them
through New there. Then I don't mind a sync, assuming they are accepted.

I think that's all set for semantic-version; however we're diverging on oslo* packaging from Debian right now; I'm pretty sure that zigo and I agreed to move to oslo-XXX naming, however his packaging for policy and log are using oslo.XX still, which is divergent from the transition we've done in Ubuntu this cycle.
Debian and Ubuntu are not version aligned openstack wise right now - Debian has icehouse (testing/unstable) and juno (experimental) whereas we are packaging kilo.

I have a third new oslo package I need to request a FFe for; heat requires oslo-versionedo
zigo has this packaged under VCS in Debian; again we're currently divergent on oslo package naming, so I'm proposing I upload from Debian VCS with oslo-XX naming for binary packages.
This keeps Ubuntu on oslo-XXX naming consistently - we'll workout a plan forward next cycle with zigo.
