Please package kdev-qmljs 1.7.0

Note: kdev-qmljs is part of KDevelop 5.0 (i.e. there's no need for a separate package anymore...).

I'm not sure I should just close this bug report. Does someone still need kdev-qmljs for KDevelop 4?
