Wrong input keyboard source is used when system started

Bug Description

My OS default language is English but I use Turkish keyboard(Turkish Q). When I first start my computer it always uses English keyboard. Every time I manually change the keyboard input source. I add only one choice(Turkish Q keyboard input) into text entry GUI (Picture attached) but still it uses English at first.
