Other windows of the same app not shown if one is set to "Always on top"

I have multiple terminal windows open. I can see a preview of all of them if I click on the Terminal icon in the launcher.

If I set one of these windows to "Always on top", then clicking on the icon does not show all the previews anymore. Removing the "Always on top" flag fixes this problem.
