[Wishlist] launchpad should standardise Wishlist requests

Bug Description

The reporting of a feature-request as wishlist works quite well, but since Ubuntu Brainstorm is down, launchpad is the place to report wishes too.

It should be wossible to mark your own bug as a feature-request in a more intuitive way:

there should be an option that changes a bug into a feature request that would:

1.
change the title and breadcrumb:

    Report a bug

    Ubuntu >> Bugs >> Report a bug about Ubuntu

this should change to :

    Report a feature-request

    Ubuntu >> Bugs >> Report a feature-request for Ubuntu

2.
the tag "Wishlist" should be added automatically in this case

We nowadays discourage any use of the Wishlist importance. A feature can be just as important to users as a bug is, so they should use the normal Low/Medium/High/Critical importances. Launchpad itself uses the "feature" tag to indicate feature requests.

I wasn't refering to the *Wishlist importance*. Instead I was refering to the *interface design*:

A user should not feel like *filing a bug* when he is in fact *requesting a feature* or has a wish that is NOT a bug.
The interface should provide a button so you can request a feature instead of filing a bug.

Sure: Internally they will be handled the same, but *on the outside* they should just look different.

So a solution here would be a simple change of the Headline, when someone requests a feature.
