[FFE]upload fcitx-qimpanel into archive

"fcitx-qimpanel" is an input panel provided by UbuntuKylin team. It is used for fcitx input frame and developed using QT/QML. Compared to kimpanel, it is more independent and stable. It will be installed as the default panel in UbuntuKylin 13.10.

THe bzr branch containing the packaging for this does not contain a watch file, so bzr builddeb couldn't fetch a tarball. I jumped onto the homepage and went to the downloads section, which redirected me, but no sign of the tarball.

I suggest adding a watch file to the package. I would have uploaded this otherwise, thanks.

Upstream have not tagged for release, but delegated it to us. So attached is the source tarball, and we'll let upstream release it for next time (it's national holiday here so upstream is on holiday right now).
