FFE: python-dogpile.core and python-dogpile.cache

Bug Description

New python dependencies dogpile.core and dogpile.cache have been added as dependencies for keystone. The have been packaged and sitting in NEW ready for an archive admin to review.

This is going to need an MIR as well. May as well do it all at once before accepting it, so we can accept it directly to main.

OK, from MIR side... they aren't in archive yet, so team bug subscribers will have to be added after the fact.

core: looks fine, has tests, good packaging, etc
cache: almost fine. Has tests, but they don't fail the build

For the cache tests, they need to be run against the installed module. So we should use a dep8 test. Chuck has said he will add one, and I've confirmed that the tests do pass when run against the installed module. So good enough for now.
