Unable to set a hotkey for keyboard layout switching

Bug Description

As for now it's impossible to switch keyboard layout via hotkey. And also impossible to set such hotkey.
An Regional & Langiage window has field "Switch to next source using" and "Switch to previous source using" but those fields stay empty.
The same thing is for Keyboard -> Typing: similar settings stay Disabled whatever I do.
The only hotkey could be set is Ctrl + Space but I don't like it and want to set CapsLock as I used to use.

Ctrt-` also works but the Alt+Shift doesn't.
