Ubuntu encryption doesn't take keybord layout into account

Bug Description

Just tried the new ubuntu encryption on install of version 13,04 (not home-folder). Since I chose the password after choosing a norwegian keyboard layout, and the pre-boot password authentication uses an english keyboard layout, it gave me a bad login message. Had to select english layout on windows to find which keys would produce my password.

This is an interesting one, as pre-boot authentication relies on the BIOS API, as there is no kernel in memory when the auth program is run on RAM. So I feel that the issue here is in how BIOS chooses an english keyboard. I don't believe that this issue is patched further along the line, and it definitely does need to be fixed. How is a more complicated question, there would be no way to automatically choose a keyboard based on a prior user choice. There could however be a way to list possible keyboards and allow the user to pick the one most suited to them.

Confirmed that this does occur if you choose a non-english keyboard layout. Also tested with the latest BIOS update and the latest mainline kernel and the issue still persists.
