mcs build-depends on mono-utils, which in turn depends on
mono-assemblies-base. mono-assemblies-base is a binary package
provided by mcs itself.

Kernel: Linux 2.6.9
Locale: LANG=en_US, LC_CTYPE=de_DE (charmap=ISO-8859-1)

There is nothing that disallows circular build-dependencies when necessary.
Bootstrapping a programming language is one of the cases where it's commonly
necessary.
