top and System Monitor reporting different values

Bug Description

New build desktop PC:

AMD FX 8-core 4.oGHz 16.0mb Total Cache Processor
24GB 1600Mhx RAM
Ubuntu 13.04 with latest patches

I seem to be getting some weird feedback from the command-line 'top' and Ubuntu System Monitor. The reason I noticed is that the fans started going almost full tilt after a short while.

System Monitor shows the eight cores having an average 2-4% load, but the top is showing all at 0-1% and a single CPU as running at 99.5-100%. I've attached a screenshot of both to show what I mean, one or the other is erroneous but I'm not sure which.

Not sure what else to include, may not even be a bug, but seems to be running up my fans fairly high for what should be a pretty low-load state.

Thank you for taking the time to report this bug and helping to make Ubuntu better. We are sorry that we do not always have the capacity to look at all reported bugs in a timely manner. There have been many changes in Ubuntu since that time you reported the bug and your problem may have been fixed with some of the updates. It would help us a lot if you could test it on a currently supported Ubuntu version. When you test it and it is still an issue, kindly upload the updated logs by running only once:

apport-collect <bug #>

and any other logs that are relevant for this particular issue.
