After I log in on Ubuntu 13.04, The login screen remains even though the launcher etc are functioning. Even the right click on the desktop is broken and I can't change the wallpaper.

Setting show desktop icons to true fixed it. But setting it to false again breaks it.

Let me add that this bug also disappears in my case if I choose to show the desktop icons. So, indeed, https://bugs.launchpad.net/ubuntu/+source/gnome-settings-daemon/+bug/1115886 is the cause.
