Can't assign the F1 key in a custom keyboard shortcut

Bug Description

I use the F1, F2, F3 and F4 keys to switch desktops. I upgraded to 13.04 and now i can't bind the F1 key because always open the help browser.

I installed the Unity Tweak package and assigned the F1 key to other function, but when i come back to the default unity keyboard shortcut editor it still open the help browser.

i tested a clean install (both 32 and 64 bits) and the problem persist. The F1 key not assignable and always open the help browser.

Ten years later and the F1 key now opens a new tab in both Google Chrome and Firefox. Other applications also respond to the F1 key in their own way.

With no comments for over ten years and no direct response to comment #3 I'm closing this as with a status of 'Opinion' as other keyboard shortcuts are available for the reporter to use.
