cannot submit bugs through ubuntu-bug program in live session when localized

Bug Description

Testcase:
-Start Edubuntu live media
-At splash screen select Italian or French (I've tried this two) and run the live session
-At extra translation installation prompt select yes
-Once session is started open a terminal and run ubuntu-bug nautilus

Original report:
edubuntu live italian version 10/6 quantal build

I want to submit a bug using ubuntu-bug from a terminal window but I always get the message shown in the attached screen-shot.
I tried
ubuntu-bug nautilus
ubuntu-bug casper
ubuntu-bug apport

**workaround**
Update the cache running in terminal:
sudo apt-get update

I can not reproduce with

ubuntu-bug nautilus

apport starts and have a successfull run.

The problem persists with the today build, I'm using 32bit persistent live edubuntu version on a 4GB usb key.

This may have to do with bug 1062689 and a sources file being improperly named thereby causing package information to be out of date or incorrect.

Hello! I have installed on VirbualBox, Edubuntu amd64 (10a0abbefa754b36869be07fb2460bf1 *raring-dvd-amd64.iso 20130111).

This bug is confirmed!
With the command in the terminal "sudo apt-get update" "sudo apt-get upgrade" "sudo apt-get dist-upgrade", I have solved!
I suppose this bug is due to packages obsolete to distro!

In respect to Sandras description the quantal tag will added.

On launchpad there are different reports on apport in several flavours/packages affected that must be original to ub ubuntu, but misidentified to not ubuntu/third party.

Unfortunately this occures at random, so a reliable reproducing procedure is not to expect.

with new package import/updated package the problem is (sometimes) going away.

I was unable to recreate this bug using an Ubuntu 13.04 amd64 Live CD from 20130408.

The bug is triggered by the installation of the extra translation (see attached screenshot).
If at that request we reply yes then the bug is reproducible, if instead we reply no the bug is not reproducible with apport working.

I'm unable to recreate this in an Ubuntu live session after choosing French as my language when booting the iso. This leads me to believe that it is specific to Edubuntu and its installation of translations, however it we would be helpful if someone were to confirm that this is still affecting the lastest daily builds of saucy.
