new package changelogs not being uploaded to changelog server

Bug Description
With pretty decent regularity any more (I've probably filed near a dozen bugs about this in the last week or two), when packages are being updated their changelogs are not getting uploaded to the changelog server. Take for example:
This returns a 404. According to the debdiff for this package it was created over a week ago now:

And apt-cache policy has been showing it in the repositories for at least 24 hours now. Probably several days even.
If you want users to keep their systems up-to-date, you are going to have to increase the reliability of this process of uploading to the changelog server for them to understand what the updates are doing. If this really is just a latency problem, I think you must agree that a >24h latency on this sort of thing is simply unacceptable.
