What I mean by commercial is that it is ONLY available through methods of payment (not available for free (as in price)) and by non-commercial I mean that the software is available for free (as in price, because the goal of non-commercial software is to make a quality product, and not necessarily to become rich off of the invention). Ubuntu is designed to make it possible for people to have a quality operating system for BOTH freedom of price and freedom of distribution, freedom of modification, and the freedom to publish modified versions of it.
