System Settings window requires scrolling

Bug Description
This is only cosmetic, but ever since the "Privacy" settings were removed from the "System" category and move up into the "Personal" category, and after the "Management Service" was add, the System Settings window does not fully display all available options without having to scroll. This doesn't look as neat as it used to be.
So, having said this, is System Settings supposed to behave like that (please see screenshot attached).
NB: please ignore my choice of icons; I am well aware that Faenza does not include the category icons yet.
