bug report procedure confusing

Bug Description
Dear all,
for me as a mirror admin it is too confusing to supply a proper bug report.
A first google search "bug report ubuntu" directs me to this help site:

There it is stated:
"The method of reporting bugs in Ubuntu is by using the tool "ubuntu-bug", otherwise known as Apport. When reporting a bug, you must tell Apport which program or package is at fault. "
Since I do not run ubuntu, based on that information I cannot file a bug. I suggest to add the fact that launchpad also offers a way to report bugs (the feature I am using right now).
Furthermore, on IRC I was asked to file an "RT bug report" (or so). I do not know the datails anymore. However, in RT #18202 I was asked to file a bug in Launchpad.
To conclude, for me it is very hard to find out how and where to write a proper bug report.

The ubuntu.com website has a page on reporting bugs for the site and Ubuntu itself.

If you click 'report a bug about Ubuntu' you will be taken to the submit a bug page on launchpad.
