Timestamp of pastes is hours adrift

Bug Description

Take http://paste.ubuntu.com/688712/ I pasted the output of date(1) that I just ran. "2011-09-14 00:47:00 +0100 Wed". When I view that URL the heading is "Paste from Ralph Corderoy at Wed, 14 Sep 2011 02:47:06 +0100". That's two hours adrift. (The six seconds is the time taken for me to cut-and-paste.)

If I Shift-Reload I can get "Paste from Ralph Corderoy at Wed, 14 Sep 2011 02:47:06 +0200", that's only one hour adrift.

Repeat, I get "Wed, 14 Sep 2011 02:47:06 -0500". The time is staying the same, and would be correct at +0300, the timezones of the replies are all over the place.
