apturl URL schema for Ubuntu wiki

Bug Description

apturl schema support could be a great feature for the Ubuntu wiki (apt:package)

According to the MoinMoin documentation, the supported URL schemes are: http, https, ftp, nntp, news, mailto, telnet, and file. The administrator of the wiki can extend the supported schemes by using the config.url_schemas variable:
http://moinmo.in/HelpOnConfiguration

This feature is now available on the Ubuntu wiki. Thanks to Matthew East and the Canonical sysadmins for getting this in place.
