browser notification (e.g cookies) overflow the screen when pinch-zooming a webpage not optimised to mobile

Bug Description
when attempting to zoom in on web pages in desktop mode that carry browser notifications such as cookies, notification scale up overflowing the screen edges. Panning the page to its max don't not bring the notification into the visor with the page. As a result browser notification cannot be dismissed.
to reproduce :

Launch browser to a site in desktop mode and cookies (ubuntu.com)
pinch to zoom page
pan to the right to focus on close button on right edge of cookie
faulty behaviour

cookie doesn't pan in sync with page. When hitting end of page while panning cookie close button is still out of focus

This is not a bug in the browser app, but in the ubuntu.com website itself. Try increasing the size on your desktop with firefox or chromium, and you’ll get the same problem.
