Non unified animations accross different websites

Bug Description
On canonical.com there is a parallax scrolling for the background and the foreground; on insights.ubuntu.com the background is static and on ubuntu.com there is no effect.
Insights.ubuntu.com offers annimations when highlighting the sections, while the others websites don't.
Unifiying the animations would be great especially since the websites seem to follow the same specific guidelines.

Thank you very much for taking the time to file this bug. It is a very good point and one the design team here at Canonical are in the process of resolving. We have begun to develop animation guidelines. As these did not exist before, animation was adhoc and down to the taste at the time.
Once the guidelines are ready. They will be published and work will begin to align our animation to the new guidelines. This can take sometime as it will cover a wide range of components and behaviours with a collaboration across many teams.
I will ask for a quick decision on the wallpapers and have these aligned as quickly as possible to re-leave this bug.
