I was just about to file this bug. Seems a big push for 13.04 is to have Ubuntu on a variety of devices. (see 13.04 on Nexus 7 and Ubuntu for Android). As such it would make sense for the website to work on a variety of devices.

I'm a web developer (not designer) myself so I'd even offer to work on it if I could.

Following Mark Shuttleworth's post Ubuntu in 2013 (http://www.markshuttleworth.com/archives/1221), when he says:

The web team as started planning around this. as you can imagine, it is a fairly large project. I will update when I have some dates for you... and perhaps ask for some help.
