rsync of media timing out

We're getting cron alerts:

Cron <ca_deploy@seko> /srv/uwc.ubuntu.com/scripts/uwc_rsync_media.sh
2013-10-21 09:00:01: seko is unable to perform rsync of media

which is apparently because the previous run isn't finished when the next starts.

But there's quite a few unknowns here:
1) Why is this cron running hourly, if the only updates to the uwc site is from a daily import from sca/apt?
2) Why do we even need the rsync, if we could instead run the imports on each uwc app server instead? (if it was cheaper, which it may well be - need data).
