Error 429 "Network Error" on openweathermap

Sometimes we get "Network Error" when using openweathermap as the backend.

In the logs I'm seeing http 429 which implies the service is being sent too many requests.

Visiting the same url from the log using a browser on my desktop worked fine while phone continued to display errors.

Others have reported similar issues (outside of Ubuntu) and discovered that openweathermap API produces 429 when hit multiple times in succession from the same device. Perhaps we can internally rate limit the way we hit OWM API? Perhaps refuse to refresh too often, perhaps refuse to refresh all locations at once?
