An unlimited number of locations can be added but only 18 are displayed

Test Case:
1. Go to locations
2. Tap on '+'
3. Select the first city in the list (Amsterdam)
4. Repeat steps 2 and 3 with next cities in the list and add the 20 first cities (Amsterdam -> Lima)

Expected Result
The list contains the current location + 20 other location

Actual Result
After 18 locations in the list, new locations are added successfully but not displayed in the list of location.
The following is then displayed in the log of the app when a new city is added:

I can reproduce this against TWC, but when I switch to OWM I can't reproduce. Perhaps this is caused by TWC rate limiting the requests sent. More investigation is needed.
