OWM now requires an API key

It has been brought to our attention that the OWM service now requires an API key[1]. This was noticed because the API has been down for sometime now and the response to API requests [2] now return an error:

Invalid API key. Please see http://openweathermap.org/faq#error401 for more info.

The page the user is referred to says this policy started October 9th, 2015.

This affects both the existing weather app shipping on devices, and the new reboot which will replace it shortly. I'd recommend we have two keys if possible, one per app, and have Canonical IS manage those keys.

I just wanted to verify that we don't see a need to deliver a fix for the currently deployed old design app. We could try to put together an emergency fix if such a thing was sought. Otherwise, we'll just advise as necessary if bugs start being reported.
