[reboot] Locations list page should show bouncing animation

Bug Description
When adding a location it doesn't appear on the list until a web request has completed, however if this takes a while it is not obvious to the user that the page is loading and infact appears like the add failed.
What should happen is that the bouncing animation should be shown on the bottom of this page as well.
