Cannot go back from Edit locations when you have no locations

Started the weather app for the first time, there were no locations set
I entered the Locations panel and did a scan without adding the location
Now the UI will not allow me to back out of the panel.
Oddly restarting the app goes directly to the location panel.
Once I added a location I could use the back button

I assume this is not as intended although not defining any locations clearly not normal usage.

Reasonable question,but it was confusing to me to be provided a back button that did not work.

I would expect the app to autodetect my current location first run on the main panel if no locations are present. (using location service not geoip per the other bug) or minimally instructions to go add a location.
