Desktop: TWC key is missing in the daily-ppa

The TWC key is missing in the package from daily-ppa.

This requires a perversion of the merge and dput scripts to handle this special case. They were designed to deal with LP branches and simply were not made to sneak in a code change. This is going to be a clone and hack of the scripts to handle this case now.

Maybe a more robust solution can be built in the future.

I found a much simpler way to address this and was able to dput the saucy version of the package with the correct bits. I tested the package built in the PPA on my local desktop. Before it complained of missing weather data, now it works).

I've manually performed a new dput of the precise, quantal, and trusty versions to get them to the same point.

I've also glued the ubuntu-weather-app-autolanding job to generic-land-weather-app so that it should automatically add the key next time an MP is submitted.

I still need to update the job config files to match the changes I made manually.
