Alt+Left Click should not allow dragging in staged mode

Bug Description
You can't drag windows in staged mode, so having Alt+LeftClick change the cursor to the dragging cursor is strange and seems to imply you can actually drag them.

What about moving between main and side stage?
What about dialogs? Are we sure we don't want to allow moving them?
