Should content picker cover whole page instead of being embedded in application page?

Bug Description

When selecting a picture as wallpaper in system setting the content hub rectangle does not full the right space:

I don’t really see a problem with webbrowser-app. The content picker is embedded where intended. Adding a ubuntu-ux task to get design to comment.

Let’s see what designers say. I’m personally not bothered by the content picker being embedded below the embedder’s page title, but I understand that this could be considered a visual bug.
