Running apps are not shown in current rotation mode

Bug Description

M10 Ota-11

Holding the device in landscape mode, open any app.
With rotation lock not enabled, rotate the device, and open another app.

Slide from right to see all the running ups, and you'll see that both apps are differently rotated. I'd expect that both look as they'd look with current orientation.

This feels ok to me as I expect it t show the last state of the app, will ask ux
Selecting the app from the spread will then rotate it if it supports that orientation. Note that not all apps will so this is a bit indeterminate and not clear the shell could do anything different.

If you have more apps open (eg 4) on portrait mode, two of them opened while in landscape mode, when you slide from right you'll see the "bottom" of those apps, without any titles. You don't even know what app that is without actually opening it again.

On android when you rotate you can still see at least all the titles/headers of apps (just checked how they had solved it)

This is currently per design like this. However, with the upcoming visual changes in the spread we'd have the app icon and the title always visible, so that should help. Also as tiles will be square in the spread, we might be able to do some trickery.
