desktop mode tag not persitent if user set

Bug Description

In an M10. If I set desktop mode on manually and then pair a bt mouse, when the bt mouse is switch off desktop mode resets to tablet mode. The problem is that if the mouse goes to sleep or loses the connection, tablet mode kicks in and I am told to switch off my xapps. This seems to happen very often.

How to reproduce with M10:
* pair a keyboard to the m10 and turn manually desktop mode from the indicator
* pair a mouse to the m10
* turn off the mouse after pairing

expected result:device stays in desktop mode
actual result: device resets to tablet mode

I'm not sure what should happen here, should we treat mouse to be a *trigger* for desktop mode, but a keyboard to be enough to retain it?

Should the switch to desktop mode be persistent? How would you then reset back to "do the right thing"?

We always planned to remember the user's preference given a set of inputs (screens, input devices, maybe others), we just didn't get to implementing this, or rather designing it first properly.

it would seem that a bt mouse pairing going missing/sleeping is a fairly common occurrence.
barring a formal design team answer, can we not do something "better" for this in the interim like you hint at? e.g. keyboard presence retaining the mode?
