[System settings] Can't set user-supplied Message received tone

Bug Description

Description:
 Option to customize the sound for messages such as: FX Coin "Mariox", Haduken "Streetx Fighterx", Extra life "Sonicx", FX "SEGAx" logo... :) only can select preinstaled sounds.

Reproduce Steps:
  a) Launch ubuntu-system-settings.
  b) Touch sound icon in personal category.
  c) Search "Message received" option.
  d) Touch the option and enter in the list..
  e) Search at the end of the list.
  f) Don’t find the option expected: "Tone personalized message tone" LIKE in ringstones area.

Occurrence:
10/10 (100%)

Actual Result:
 Can't set user-supplied Message received tone

Expected Result:
 Can customize the sound for messages such as: FX Coin "Mariox", Haduken "Streetx Fighterx", Extra life "Sonicx", FX "SEGAx" logo... :)

Thanks, David. I've marked this bug as affecting UX since I can't find anything in [1] about custom sounds. I agree it should function consistently from Ringtone to messages/notifications.
