Desktop-mode App switcher selector's visual design is hard to see

Bug Description

WHAT HAPPENS: The app selector visual highlight(not sure how to call it) in the Unity8's desktop-mode app switcher is hard to see making it difficult to determine which app you are currently selecting when doing Alt-Tab.

WHAT'S EXPECTED: The highlight should be obvious and can be easily distinguishable similar to how it is in Uniy 7.

There are improvements that already landed but I'm not sure if those are already what you mentioned here since this is still in-progress, From what's implemented right now, I'd say it was an improvement but only while using Alt + Tab and hovering with the mouse however when you look at the app switcher in static, it is still hard to see which app got the focus/highlight. I saw in one of the promotional videos of the tablet wherein the surroundings are dimmed while the highlighted/focused app is not. I think that looks better. Would that be the plan as a permanent solution?
