New shadow placement is inconsistent

With the latest rc proposed image on my bq phone, the app icons in the app scope now sport a smart external shadow, where previously it was an internal shadow:-

Previously:-

However this is inconsistent with other places on the device including:-

* Bottom edge on app scope

Surely the ubuntu shape should be consistent across all the screens on the phone?
