Bug Description
Use case:
Jane redirects *some* of her calls to the main office. When Jane goes on vacation, she temporary redirects *all* calls to the main office. When Jane returns from vacation, she wants to restore the configuration that *some* calls are redirected to the main office.
Reproduce:
1. Go to System Settings -> Phone -> Call Forwarding
2. Uncheck “Forward every incoming call”
What happens:
Checking e.g. “I don't answer” requires inputting Jane's main office's phone number.
What should have happened:
Checking e.g. “I don't answer” should suggest Jane's main office's phone number.
