when phone is locked it's possible to activate WLAN via swipe down

i'm pretty sure we actually want this functionality, as over time we want to add more accessibility to items at the locked greeter.
adding design just in case.

As this phone is quite open to install services on it, this easily might become a security risk. Thus there should be an option to forbid unauthorized access at least.

On Ubuntu Touch this feature is already implemented (confirmed for OTA-9).

Notifications and Quick Settings can be disabled via System Settings > Security > Lock and Unlock > Notifications and Quick Settings
