Bug Description

This is a suggestion as per another person's email to the mailing list. I agree. There should be a flashlight app installed by default and accessible without unlocking the phone. The user's suggestion was by means of the notification area at the top, which I also think will suffice. also possible could be stuck on launcher on left swipe. In either case, the flashlight shouldn't be subject to unlocking the phone.
