[scopes] No way to filter apps by license field

Bug Description

Trying to install only apps with OpenSource License is very hard because you have look for the license in every individual app description.

There should be an option to sort or filter apps by their licence.

There should also be a filter to show only free (as in beer) applications. And one to show only installed applications. (allowing to rate them, or uninstall them).

Added click-package-index as we need the "license" field to be indexed, to be able to search on it. If we get it indexed for search, then we can at least use a search query like "!license:proprietary" to show all non-proprietary licensed apps, or "license:GNU*" to show only GNU licensed apps, for example.

When Unity8 gets filters support, we could then add filters to the UI for easier selection.

@come for prices (free as in beer) you can just search for "price:0.00" to show all apps which are installable without payments.
