Bug Description
Krillin, rtm #18
"Changing modem technologies" refers to that which was implemented in bug 1379850.
This bug has two parts:
1. UX
The current spec [2] seemingly allows the user to interact with the UI while the technologies are changed. This is not possible and was not implemented. The UI should be blocked while the technology is changed, like it is on Android [1].
2. Ubuntu System Settings
Ubuntu System Settings should implement the new spec.

Proposed UX Solution:
When the user switches to 3G and the modem reset occurs, a dialog will appear indicating the switch is happening and the UI will be temporarily inactive.

Why is interacting with the UI "not possible" during the change? Is it just the "Cellular" screen that you can't use during the change, or the whole of System Settings, or the whole of the phone?
